Our verdict

AdGuard VPN is a fair budget choice rather than a privacy leader. The price is genuinely low on the two-year term, the Cyprus jurisdiction is clean, and the bundled ad blocking is useful — but the no-logs claim has no independent audit behind it, and the apps cannot be read the way Proton VPN's or Mullvad's can. If audit evidence is what you are buying, buy that; if you want a cheap tunnel with extras, this is reasonable value.
